How to install a fender eliminator

I tried to put my DMP FE on this morning but two of the bolts that are holding on the original fender I could not budge. Now I am kind of SOL and do not know what to do.

Mine where stuck too. Use a breaker bar or take a box wrench to get more leverage on the Allen wrench. Beware of bloody knuckles.
