I tried to look at amirw's initial statement...he doesn't really say why he wanted more HPs. His follow up said that he is against the mods because of safety and cost. I will agree with the cost. I've always wondered why Civic owners dumps thousands of dollars in their cars, when they can just buy a better car to begin with - same with our bikes, for 5-10 HPs, it's not worth it (for me). If you can get more, it may be worth it if you like working on bikes and have the time to do it.
Now about the liter bike...I have to say that if you haven't been on the track with our bike, then you're really missing what our bikes can do. Rarely did I get to 4th gear before I had to downshift. Sure torque is lacking, but you can fix that with a sprocket mod. Not once did I get HP envy. I was able to pass CBR600s and a couple of ZX6Rs. I could've done better if the front suspension didn't dive too much. Point is, the track just enforced it more for me that it's the rider not the bike. Once I got back on the street, I was able to push my riding abilities more, but still not to the bike's full potential - just because of the added hazards in the street. I say that the liter bike has it's use. For me though, I don't have humongous luggage, and I'm only a buck 50 so 1000cc is just way too much. If anything, I'd more than likely get a true 600cc sportbike and get the upgrade on HPs and also suspension.
