I have a full HID retrofit and love it. If you decide to go that route hit up Chad rabbitman109. He does great work at a fair price.
You will kinda be seen better with the HID Projector also, because it puts out a brighter light that will attract the attention of drivers oncoming, but yet because of the projector, you will not blind them. Will also be safer for you in night time riding since you will be able to see farther ahead and to the sides (critter crossings). Then also either keep your stock front turn signals for the running lights or make sure you modify your flushies for running ability if possible on what you may get. Extra lighting is better visibility to see AND be seen.
HIDs
Do the HIDs really make that big of a difference? I've really only seen them on You Tube, can't really tell alot from a video. But they do seem to be popular, so there must be a reason. Anyone from PA know if they are legal. Am I going to have a hard time with them come inspection time.

Chad, the guy doing most of them is from PA as am I, but I didn't have mine at inspection. Don't think there's an issue as long as it's housed in the oem DOT housing and the bulb is not higher wattage than allowed.
I've had a headlight modulator for years. Absolutely love it!
Pro: Can't tell you how many times I have observed a driver starting to turn onto the road I'm on and suddenly come to a jerking halt because the flashing light finally registers in their brain as MOVEMENT. I still don't expect people to see me, but haven't had a close call since I got it.
Con: When the ambient light level is low, but not low enough to stop the modulating, it seems a bit excessive sometimes. I see a lot of people adjust their rear view mirrors when I'm behind them. I try to leave a lot of space in front of me to be polite.
I can't tell you whether it would be better than HID lights since I have no experience with them, but I am very happy with it. I do not have a need to ride in the dark much, so I don't need the extra light to the sides the posts above mentioned.

While I would agree, it is hard to tell from a video, you should be able to tell that there is an improvement. I have a few output shots of a few headlights that I have done if you would like to see them. Without it sounding too corny, it really is a night and day difference. Once you see them, you will never go back. It makes such a huge difference when riding at night. I know that I feel safer, because I am not going to miss something due to lack of light.
^^^ This. As long as they are in a headlight housing that is marked DOT, it isn't going to be an issue. I have never had issues with inspection. Projector retrofitting has been around for many years. If it wasn't legal, the business wouldn't survive.

I persoanlly do not like the modulators, I have had a few riding buddies that have had them....they all had stories about someone pulling out thinking that the motorcyclist was flashing them to go (that is old school though)
Yeah, I am not really a fan either, I would rather do other things to get people's attention.
