Couple of things:
If she wants anything that's really useful for transportation in California, she's really going to need the M1 license. The M2 is pretty much only good for mopeds and motorized bicycles with a top speed of under 30mph. The "under 50cc" category no longer exists here.

Kymco have really upgraded their bikes since they were a partner of Honda's. In my opinion, they make nicer scooters at better prices. A neighbor has the Agility 125 and loves it for getting around LA, off the freeways. It'll do street speeds quite nicely with a person and "commuting" type luggage. Another neighbor's friend has the Agility 50, which is very Zuma-like.
The Honda SH150i is a great little scooter but is made in Europe (it's the top seller in Italy, ahead of the Vespa, Aprilia, etc.) so it's expensive. Their PCX, that's made in Thailand is a much better deal. Both are 153cc and technically freeway legal, so probably a bit more to insure.
The European brands are great and the bigger ones will handle freeways nicely. Retired RAF pilot down the street rides around everywhere on a Piaggio 250, but the pricing is ridiculous and his take on it is that it's not incredibly more reliable than anything coming from the Japanese or Taiwanese makers.
Chinese stuff is a crapshoot. Have heard some decent thoughts about Jonway.
