PA has the same restrictions for exhaust, but it's not enforced. I used to put a dbkiller in my Viper muffler, but they don't seem to care when I get it inspected. Have always taken it to the same place. I know Cali of all places doesn't have inspection for bikes. They've gotten a little more liberal here if the mod makes your bike more noticeable to other drivers. That's the reason they allow any color lights as long as they don't flash.

Motorcycles seem to get away with a lot in this state - the most obvious being modified exhaust. In Ca. any exhaust modification must be approved by CARB which includes meeting a extremely low dB level. Most modified exhausts don't meet the standards, but, a high percentage of motorcycles in the state have modified exhaust. TBR manufacturers exhaust systems in Ca., but many of their vendors won't sell to Ca. Residents.
"any motorcycle model that is dated 2013 or later or has an aftermarket exhaust system must have an official noise emission label from the Environmental Protection Agency placed on it before it can be lawfully operated or even parked in the state of California."
We can also thank CARB for the huge, heavy mufflers motorcycles are sold new with today. If they want to sell any of those shiny new bikes in Cali, they must meet the stringent dB requirements.
