The problem that the rubber spring is hard. is not that easy to pull it back.
I'm done, unless is absolute necessary, I'm buying 4 gallons on a container and pumping into the bike at home with a battery operated fluid transfer pump. No mess.
but, NJ doesn't trust you to pump gas, why on Earth would they let you take home a whole container of that volatile fluid??? lol
I do the same, gas is cheaper where I live vs. work, so on the weekends I fill up two five gallon containers, then top off the bike through the week.
I really want one of those 14GAL containers with the hand pump, but they are like $180+
ok... so, they've dropped a bit, might have to do this in the near future (but note, they are gravity fed... so you do have to have a way to get them up in the air, not a big deal for me)!

We have 2 of those Dart at work. They suck! Only way to make it work right is by having the tank sitting on a high table and let gravity do the work. The handle is a pump but it takes forever and its a major PITA. I end up canning the pump part and using a 3 ft fuel line. There's a valve on the tank...
What you could do is try to find a race fuel distributor. Sometime they have 20 gals container that you can by for the deposit. Fill it up with gas and just get yourself an 12V fuel pump or something like that...

I would suspect a throwback to the 70's when there were 2 different sizes, regular gas and unleaded, the regular had a larger nozzle so they put restrictor plates with the small holes on unleaded vehicles to stop you from using the regular gas, kind of a "forced compliance".
Other than that, couldn't see why it is there, to keep splashing down in the tank when full maybe? Venting? Vapor recovery?
