Need Help Cannot Remove Fork Seal

Doing my first fork seal job and I don't see a retaining clip/ring above the seal. How does one remove such a seal? I have tried using the stanchion to hammer out the seal but to no avail. Heat did not help other than permanently adhering my stanchion protector to the metal fork! Every how-to I see shows fork seal comes out easy after retaining ring/clip has been removed.
