That's what it was. I adjusted it and now it's running well. Found that sweet spot to make the gear changes nice and smooth. I can definitely tell the cable is stretched from when it was new but still not bad. Thank you!

Yeah, I love the visibility the stock mirrors provide, I just hate how high they sit, and I don't want to go with bar ends and widen the bike anymore so I've gotta see. I did see the eBay ones and the integrated signals looks pretty sick.
