License Plate Holder around the chain wheel

I was riding my bike on route 8 in akron ohio and I saw this bike with a plate holder that was like wrapped around his chain to the left of his tire... I was wondering does anyone know more about this item it was very slick looking and I wouldn't mind getting rid of the fender with this and the intergrated tail light. Thanks for atleast looking at my post.

Check ebay for a fender eliminator, theyre like 50 bucks. It uses the swingarm bolt that holds the rear tire on

i used a small L bracket and located it on the chain guard, looks good and is close to what ur talking about
