I am pretty sure it has to do with changing to LED lighting. So if you change any of your stock flashers to LED then it will likely change the blinking rate.

I don't have a relay for my flush mounts and they work fine. Without the relay the blinkers flash way faster but it does not bother me.

I got the privelege to ride my buddy's Boulevard a while back, and I really liked the ride. Very smooth and lots of power :) It was white with two blue stripes down the center and got more looks than the candy blue gixxer I was riding. Congrats!
