Radiator fan vents under throttle?

So I just recently picked up a used FZ6R, got a chance to ride it today, and I noticed when the fan kicks on it seems to blow the hot air out the "vent" thats right under the throttle. This means pretty much any time I'm stopped in traffic, the bike is blasting my right arm with hot air. It also makes the frame tube on the right side of the bike pretty hot, since it runs right along the top of that "vent".

Is this normal? I checked that area of the bike, it doesnt look like im missing any pieces of the fairing, both the left and the right side are the same. I checked a parts fiche and I dont see anything missing that would cause that, and there doesnt seem to be a shroud for the radiator. If it is normal, is there any way to prevent it? I'm thinking about fabbing up a little piece of plastic to replace the black vent piece of the fairings to direct the air sideways rather than up, or just blocking it off all together from below.
