The Caribbean sea during a cruise. It's something about being in the middle of nowhere with a bunch of people who have nothing to do but have a good time.

If you ruled the world, what is the first thing you would outlaw?
Freely giving birth; I'd have everyone reversibly sterilized at birth and have them pass a test to reproduce because ignorance is at an all time high.
