I am beginner with no prior motorcycle experience. What would you recommend the shifting points be like from 1st to 2nd, 2nd to 3rd, etc... so as to keep up with normal automatic cars starting from a stop light?

I recently purchased a new FZ6R, and after reading the owner's manual, I had a question about the 'shift down points' on page 6-3.
The upshift points during the break-in period make sense to me, but the downshift points do not. From 1st to 2nd gear, 2nd to 3rd, etc. the MPHs are listed as 12...
It doesn't happen every time, but it happens enough for me to be concerned.
Whenever I'm coming to a stop (red light, etc.), when my bike hits the 10mph mark and below, my handlebars start to shake/vibrate pretty well. I've had it happen on 1st,neutral, 2nd, and 3rd. I haven't tried it above...
